Joshua Mondragon is the Co-Founder and CEO of Locke Watch. A U.S. Marine Corps veteran with experience spanning Congress, consulting, finance, and international operations, Joshua founded Locke Watch to modernize civic engagement by making government performance transparent, accessible, and easy to understand.

James Taylor is Co-Founder and Chief Technology Officer of Locke Watch. A West Point graduate with Honors in Computer Science, former U.S. Army Captain, and accomplished software engineer, James brings experience building mobile applications, software platforms, and technical infrastructure at scale. Passionate about lifelong learning and mission-driven innovation, he leads Locke Watch’s technology strategy, transforming complex legislative and civic data into intuitive products that help citizens better understand and engage with their government.
